It appears after students make a first submission - the drawing tool disables itself.
I am using this as an ungraded work box for their math work.

We are looking into it. We'll update this question when the issue is fixed.
We have fixed this issue.
Now when a student redo a task with a drawing field that doesn't count the previous draw will appear and the student will be able to modify the drawing.
